SpaceX to Expand Rocket-Launch Facilities in Texas Through Land Deal
After facing months of opposition from nearby residents and officials near the U.S.-Mexico border, SpaceX is moving forward with its plans to acquire public land in Texas to expand its rocket-launch facilities. This tentative deal, which involves swapping the public land for 477 acres, was finally worked out in 2023.
The Texas Parks and Wildlife Commission recently voted unanimously in favor of the land-swapping deal, allowing SpaceX to exchange 43 noncontiguous acres from Boca Chica State Park for the 477-acre plot located about 10 miles south of the park near Brownsville. Although some of the contested acres have no public access, they are home to protected plant and animal species. The deal does not provide beach access, but the 43 acres are adjacent to federally protected land and coastal lagoons.
One of the main objectives of the deal is to ensure the conservation of 477 acres that could have otherwise been developed into condominiums or strip centers. Jeffery D. Hildebrand, Chairman of the Texas Parks and Wildlife Commission, highlighted the importance of this transaction in preserving valuable land. Despite receiving over 2,300 letters expressing opinions on the matter, with 60% in opposition, the commission recommended that the state vote in favor of the deal.
Supporters and opponents of the plan traveled to the state capital of Austin to voice their opinions at the meeting. Cyrus Reed, the legislative and conservation director with the Lone Star chapter of the Sierra Club, voiced his opposition to the deal, suggesting that the state should simply purchase the valuable land instead of engaging in a swap. He emphasized the potential precedent this deal could set for industrialists and others looking to expand their operations at the expense of the environment.
Kathryn Lueders, SpaceX Starbase general manager, attended the meeting and shared her experience of witnessing wildlife coexist with spacecraft during her time at NASA in Florida. She pointed out that the expansion of SpaceX’s facilities could also contribute to conservation efforts that have been sought after by state and federal agencies for over a decade.
However, before the land transaction is finalized, an environmental assessment, public comment period, and consultations need to take place, which may delay the completion of the deal for up to 18 months, according to the Texas Parks and Wildlife Department’s general counsel.
