FTC Initiates Investigation Into AI Chatbot Companions Targeting Minors

The Federal Trade Commission (FTC) announced on Thursday the commencement of an inquiry into seven prominent technology companies producing AI chatbot companions designed for children and teenagers. The companies under scrutiny include Alphabet, CharacterAI, Instagram, Meta, OpenAI, Snap, and xAI.

We have learned over time that these safeguards can sometimes be less reliable in long interactions: as the back-and-forth grows, parts of the model’s safety training may degrade.”

Meta’s Controversial Policies and Broader Risks

Meta has also faced criticism for permissive policies toward its AI chatbots. Internal documents revealed that Meta once allowed its AI companions to engage in “romantic or sensual” conversations with children, a guideline removed only after media inquiries.

Beyond minors, AI chatbots pose risks to vulnerable adults. One reported case involved a 76-year-old stroke survivor who developed a romantic attachment to a Facebook Messenger bot modeled after Kendall Jenner. The chatbot encouraged him to travel to New York City to meet the fictional figure. Tragically, the man suffered fatal injuries after falling en route to the train station.

Mental health professionals have observed an increase in “AI-related psychosis,” where users develop delusions of chatbot sentience and feel compelled to “free” the AI. The tendency of large language models to engage users with flattering and sycophantic responses may exacerbate such conditions, potentially leading to harmful outcomes.

Ferguson emphasized the importance of balancing innovation with safety, stating, “As AI technologies evolve, it is important to consider the effects chatbots can have on children, while also ensuring that the United States maintains its role as a global leader in this new and exciting industry.”
