In a significant development, OpenAI has announced its collaboration with its first federal agency customer for ChatGPT Enterprise: the U.S. Agency for International Development (USAID). This comes shortly after OpenAI's multimodal AI model achieved FedRAMP High Authorization within Microsoft’s Azure Government cloud.

Anna Makanju, OpenAI’s vice president of global affairs, disclosed that USAID will utilize this technology to alleviate administrative burdens and facilitate partnerships with new and local organizations. OpenAI is also seeking a FedRAMP Moderate accreditation for ChatGPT Enterprise, which would enable it to handle moderately sensitive federal data without relying solely on Microsoft’s Azure Government service.

Expanding AI in Federal Agencies

OpenAI launched ChatGPT Enterprise in August, targeting larger organizations with enhanced analytics and customization capabilities. While other federal agencies have begun using ChatGPT in limited forms, USAID’s partnership marks a deepening commitment to integrating artificial intelligence into its operations. Under the leadership of Samantha Power, USAID has prioritized AI, exploring its potential in aid distribution and other critical areas.

Addressing Security and Bias Concerns

The use of generative artificial intelligence like ChatGPT is not without challenges. The federal government remains cautious about government data security and potential biases inherent in AI software. In October, the Biden administration issued an executive order that, while discouraging outright bans, encourages careful consideration of AI’s potential risks and benefits. Currently, nearly 100,000 government users across federal, state, and local levels engage with the consumer version of ChatGPT.
